Abstract
In 2003, the Chesapeake Bay Foundation (CBF) initiated a green roof demonstration project providing incentive grants to building owners in Washington D.C. to improve storm-water management in an urban area with considerable pollution stress on the adjacent rivers. By early 2007, the CBF has issued grants for the installation of seven green roofs of varying size (3,000-68,000 square feet), design, location, and use, including both new and existing structures. The work includes technical, cost, and performance evaluations of each roof. A public outreach segment provides information to key decision-makers in an effort to encourage more widespread replication of green roof technology throughout the metropolitan area.
This paper traces the history of the project, its goals and early findings. The main goal is to demonstrate the technical, policy and economic feasibility of installing green roofs on commercial buildings in Washington D.C. The project was initiated when the D.C. Water and Sewer Authority negotiated a settlement to a lawsuit providing the CBF $300,000 for the “design, installation and maintenance of demonstration green roof projects” within the combined sewer area of the Anacostia River watershed in the District. CBF set up a small grants program and a process to select qualified firms and issue grants that would partially defray the capital cost of a green roof up to approximately 20%.
